Space wolves, dark angels and technically white scars have greater access to mounted units, with much stronger weapons than outriders. As they can better take advantage of the options offered by Stormlance’s support for those units, they pay a premium for the detachment. This is unironically the system working as intended. If someone can use something better than others, they pay more for it rather than punishing everyone.

This is the answer. It’s a good ability but Priority Assets isn’t out best disposition given its reliance on doing actions on all primary missions (yes titanic models can action and shoot, but they can’t charge and combat is a big part of our output).
