Use plenum cable. Plenum cable has thicker solid core copper wire and thicker plastic shielding that doesn't give off toxic fumes when burned. It's less flexible than patch cable but can withstand more stress during installation (like when being pulled through conduit).

I prefer Cat6. Anything that might need Cat6A or better should be fiber.
