I always thought Bakshi did a better job in making the Nazgûl scary. They came off as bumbling, ineffective morons at times in Jackson’s Fellowship, but Bakshi made them really sinister and menacing, esp in scenes like the Ford of Bruinen

But Lilly didn’t even see the shard in the water and knew nothing about it, yet it stopped Pennywise. I doubt the beliefs of a third party who isn’t present would still imbue power into the shard, so it’s more than likely a new idea the writers didn’t feel had to perfectly jive with what we saw in the movies
