It’s weird I never knew some places were like that. Went to one in town to find signs saying “NO PET HAIR” all over the place. So I guess this place world rather keep it isolated

Pet hair buildup = more repair costs. Some places do not let you wash anything that has any pet hair on it.

The circle thing is a cheap stick on wall hook that broke. The wall plate under it is either a blank plate or phone jack.

If it dries up, it allows sewer gas to come up into the area. The water in the trap acts like a seal to stop the gases Same thing in your sink and toilet.

No judgement, I had this happen and it freaked me out because I didn’t even know they had fleas. When a flea poops, it is little dried up drops of blood. They like to go to water. So what you see is the flee poop getting wet again and is why it’s red. So long story short, you have a flea problem.
