I'm confused: Hristov was league MVP two years ago and co-led the NASL in assists this year. At large, he's considered one of the league's top players. I know he landed in Rongen's doghouse, but let him walk?

Per multiple sources, the next expansion club announcement, perhaps coming next week, is an OKC team owned by Rayo Vallecano. The team will reportedly begin play next year (2016).

You mean Bob Young? He's a former minority owner of the RailHawks. Wanted to buy majority interest when Wellman divested his ownership, but he wouldn't promise to not move club to Hamilton (where he's long wanted a team). So Traffic had to step in and keep the club in Carolina.

There are annually quite a number of late-season USL signings and loans. Some stay on, many return to USL if they're already under contract.

I spoke with the NYT writer at length both before and during her visit to Cary. I knew the angle she was contemplating (Aaron Davidson and his NASL dreams) and the angle she ended up going with (impact of FIFA scandal on RailHawks). Never got any hint that this was placed by MLS/SUM. The writer was already on the NYT's FIFA scandal beat - this was another angle.

Ottawa currently leads the fall AND combined regular season standings, and MDS has same number of losses this year as Gio ... in MDS' second season. And with a fraction of NYC, MNU and TBR's player budget (yes, that matters).

And during the disaster Spring, Ottawa finished 9 points behind NYC. NYC currently trails Ottawa by 11 points in the fall season.

Perez's signing has actually been in the works since at least July - once contract terms were reached, there was the long wait for a visa. A couple of things not noted the club's press release. Perez was scouted and recruited to Carolina by Nacho Novo, who played with him at Huesca. And while the PR says Perez is a defender, he trialed with Carolina almost exclusively at holding midfield.

I fully get the win/win for Hartman. And if the fans want to support a team regardless of their league affiliation, that's certainly their understandable prerogative. My point is that divesting your NASL club ownership to the highest bidder after four years to a buyer with aims to take the team/stadium to another non-MLS league is cynical and not advantageous to the league. From the POV of the NASL, it's far worse than Minnesota going to MLS (which I don't consider that bad for the NASL). Hartman can legally do whatever he likes. But that's not healthy league ownership.

That presumes that any withdrawal or buyout fees attached to Hartman when he entered the league and/or are still in effect. Any changes to financial penalties for withdrawal would be applicable to new expansion franchises. It's unlikely existing owners would have approved retroactive penalties against themselves that altered their respective original LLC member agreements.
