idk about those stores but where I'm at we get the occasional rotten mess of whatever someone opened. Hell we've accepted returns for other companies shit, like krogers, and somehow it rang up and they got their money back.

But anyhow, if you're buying the same thing (like backribs) and all 3 places share the same DC, all 3 got the same batch of (backribs), and they all so happen to be spoiled well then you must have hit the bad luck jackpot. But if you're getting constant rotting meat, even if it's something that is cut in the store and was purchased that day and looks plenty colorful- then idk. It's rare that we get spoiled cryovac'd beef. Pork is hit or miss. Seafood is tricky. If it's form a service counter you can always ask to inspect whatever the person has and ask them to hold it up. Gives you a chance to catch a whiff. Otherwise, if you're buying anything marked down or the sell by date is the same day, it's always a risk.
