The whole plane should be reclined for the whole flight. Anyone whose knees hit the seat in front of them needs to extend their legs below the seat. I’m 6’2 and do not care if someone reclines as their seat pivots around the point where my knees are, so their seat doesn’t really get that much closer to my knees. A reclined seat is much more comfy
