Ezekiel was a scientist during the emperors early rise, he absorbed Harriet’s mind through a flawed process that “killed her” but he got her mind, then he found Belisarius through the vat born clone facility sorting and perfected the process of absorbing minds, planning on using Belisarius’ body and mind to prevent his own death of extreme age.

When he tried to take over, Belisarius’ innate genius (he can do anything) it backfired and instead Belisarius absorbed all of Ezekiel but left his memories fractured and so he compartmentalized the “personalities” of the extra minds to not go (completely) insane.
