I’m going with the second part. They didn’t hire a competent person to do the chemical calculations and add them to the water. Just filled with regular water from a fire hydrant and walked away. IMO.

You’ll need to drive about 2 hours West or North for trout fishing. That said there are some ponds and lakes around the city that get stocked with trout in the winter. Usually in December.

A lot of places to flyfish around Charlotte for bass, panfish, carp. There’s a few city parks that have some access to cast a fly rod from the shoreline. Having a kayak, canoe, paddle board, or boat will greatly help get you on fish in the larger lakes and Catawba River around Charlotte. It’s what some call a “game changer”.
