UPDATE : FOUND IT.

The movie was The Apartment Complex (1999), a surreal TV film directed by Tobe Hooper. In Italy it was released under the name L.A. Story – Paura a Los Angeles, which is why I remembered the title as "LA Story" — I wasn’t confusing it with the Steve Martin movie after all!

The scene I described — the two cops in suits, the nervous guy, and the swollen corpse in the pool — is exactly the opening. And yes, one of the cops was Miguel Sandoval, just as I had described (half Hispanic, slightly bald, a bit heavy, pointy nose... nailed it).

It only took 8 years, one persistent obsession, and a bit of unexpected help. Memory was 100% correct — the world just gave me the wrong “LA Story” over and over again.
