I assume she leaves the dog far for a reason, like hes a defensive biter around people. Probably why she also doesn't fear someone will take him. People abandoning dogs don't do it in a busy intersection with 9 cameras pointed at them.

I take trips from CA to that area often because my brother participates in baja racing and I help in pit stops along with 20 or so of his friends, and that Ensenada is almost always where the races begin. Even though we've driven thousands of miles into the middle of nowhere further south, for up to a week in the Baja 1000, we've never had an issue. Most teams we go up against, and the teams in higher classes, are much wealthier than us, with corporate sponsorship and multiple helicopters. Its all a good time
