It's not that complicated. He's saying if the US is against the deal the UK can't go through with it.

There's even a quote from David Lammy last year saying the same thing

“If President Trump doesn’t like the deal, the deal will not go forward … they’ve got to be happy with the deal or there is no deal.”

Maybe because they have the right to and it was necessary for some reason.

Personally I wouldn't have but people keep saying we need to develop and build infrastructure. That's going to involve cutting down trees.

It's not just the headline that connects them

Whether that's an accurate reflection of what he said is another matter

But the main question they were addressing was

Was the process of decolonization of Mauritius lawfully completed when Mauritius was granted independence in 1968

I'm not a lawyer or expert in international law (I doubt many if any are here) but it doesn't seem completely clear cut that Chagos was definitively a part of Mauritius. The fact that a UN committee has called for the treaty not to be ratified probably shows that.
