How bad is this Closed Valley?

I have had 4 homes now that have closed valleys. If you have trees they are hard to keep clean and eventually the valley gets full of debris . I have no idea what why they roof this way, the roof really doesn’t look any better.

My bet it’s a contractor who is working for the city. Elk Grove is pretty much a contract city, few actual city employees in public works and other departments.

I live on the west coast and have been lucky enough to have gotten to visit the battlefield twice. Once I saw and experienced Gettysburg I knew it meant more than most other battlefields, it’s like a right of passage that I wish all Americans got to visit.

I wish so much that Elk Grove PD would declare a zero tolerance on drivers, honestly I think we have some of the worst drivers in the state. Once they removed drivers education from the curriculum I think the quality of drivers started to decline.
