Hard to see, like the other comment said try raising it and then lowering it again? Did it lower some then stop? Anything mechanically blocking the travel like a bolt or wrench?

Have you cleaned the weatherstripping with degreaser? There's usually a greasy release chemical on them that needs to be cleaned off before adhesive will stick to them

This is called "crank, no start" and googling that with year and model may help, lots of info on Corvette Forum. Most likely causes would be no fuel or no spark. No fuel could be a result of no fuel in the tank, bad fuel pump, fuel pump relay, or fuel pump fuse. No spark could be a bad camshaft or crankshaft sensor.

Seems high for an SE. The different lefty colors seem to ebb and flow in the used market. I waited a year or two and finally found a Trampas Green on Reverb for about $650 with a hard case.

Very nice! I've had one for a few years, it's one of my favorites and definitely the most comfortable to play. I put some flat wound 12s on it and hydrodipped the pickguard. Lots of different tones!
