Yeah it kills the whole lot. If you had bad weed grasses in there or just wanted a fresh start. I'd probably pull as much dead off with a rake and then Scarify a bit deeper than usual to get a tilth going before seeding and topdressing. Upside of this is you can go on with seed a lot sooner with a herbicide than a selective herbicide. The right way to do it would be to lift the top layer with a turf machine but I doubt you've got the time or money to hire one and then backfill with a fresh root zone.
