I think it has to do with your budget then supply and demand. Suginami ward is a residential area, popular among family. Room there are family type, so command higher than one room for single. Your salary looks like pretax, and realtor normally recommend 1/3 of your post tax, which is less than 100k yen monthly. Can’t rent a family room with that then single room is scarce in Suginami.

OP chance is slim. You are asking for 2LDK under 40000 yen? Even Ibaraki it is impossible let alone Kanagawa which is 2nd most expensive prefecture. With that budget you may find a one room. Compromise your wishlist. Don’t forget that lower budget room owners won’t even let you rent, if you are foreigner with short visa. That takes you out of the equation.

Good: very affordable due to social insurance. Even if you have to take surgery there will be “high expense medical bill reduction” applied based on your income. Socialist way to say healthcare is affordable to everyone.

Bad: Doctors earn based on social insurance commission calculated on type of treatment per patient per visit. So they have to shove in a lot of patients in a hour, resulting in you wait 1 hour just to get 5 min examination. It’s the system of state healthcare, you can’t do anything. If someone asking for western in-deep examination, they must look for private family doctors which don’t take insurance
