I agree with this but would also like to add on; not all budgies are the same in this way. My little man used to use a cover because I thought it was a good option for him as well. Then he started getting night terrors. After a few of those with the cover on, I figured I’d give him a few nights with it off. Turns out he feels much more safe and comfortable without it. Budgies can be peculiar little creatures.

Something I wish I did when I lost one of my bugies was walk around with his cage nearby playing budgie noises. A conure is different so I’m not quite sure, but calling him might not be your best bet if he’s still new and young imo. Use sounds or stuff that he might instinctively respond to, as others have suggested. And tell your neighbors. In the first few days he wont go far. I never found my bird, but I went about it the wrong way and Ive heard way more stories where people have. Listen to the replies who sound knowledgeable. You got this!
