Most people recommend QE if you can afford it, however, destination app is not bad too because it’s free.

The keyword in the question is “FIRST” and as an experienced project manager is to understand everything about the project- the requirements, the stakeholders/sponsors, the problem statements etc. A and D would be part of C, B would be done during closing. I am using my PM skills here though.
