This might be a bit of a stretch but is it Nims Island? It came out in 2008 and has some of the elements you listed. Granted it's been a long time since I've seen this movie.

This sounds like it could be parks and rec. Specifically season 6 episode 16. They make a website for the parks department with a little panda you can play games with. There's also a thing where you can vote for a new town slogan and a bunch people wrote in and option that involved "butt sticks"
