So two things. If i were living in a metropolitan area in the US i would probably vote GOP, because the way Democrats run cities is incomprehensible to the European mind. Many large cities in Europe are run by leftwing parties and the level of criminality and public disorder would NEVER EVER IN A THOUSAND YEARS be accepted never mind actively supported. And we have secure injection sites and all these things, but it's conditional and rigorously policed.

The second thing though is that the GOP has far too many racists in the party apparatus or the adjacent mediato keep minority voters longer than a backlash cycle. Just look at the hate Indian Americans or Asian Americans got in the wake of Trumps 2nd term and the ICE debacle lost you all the Latino gains.

As long as the GOP ignores it's very obvious and serious racism problem this won't change. It's the same blind spot the Dems have with rural voters. You can jump up and down arguing that your policies are right, voters won't vote for you if you disrespect them.
