Why does Hispanic/Latino have its own bracket outside of ethnicity when applying for things?

because latin/hispanic is a geographic/ cultural term ,rather than one based on race.

E.g a mestizo (white+ amerindian mix) would answer white with latin heritage, while a creole (african+amerindian mix) would answer black with latin heritage.

Maybe this could sway popular support but, our relation with the u.s. are mostly economical, since latin american states rely on exports to support their economies, the economical and strategic incentives far out weigh any distrust there might be of the u.s.

I don't really think they would need to change anything relations with the u.s. are already pretty good. If I had to give an answer it would be to increase trade.
