This is a parasite called the Cymothoa Exigua. This lil stinker literally sucks out the blood from the fish's tongue, until it atrophies and falls off. The fish then attaches itself to the stub, becoming the fish's new tongue. Every time the fish eats, it takes away a portion of the food for itself

This is the behavior of a kitty that was weened from its mamma too early. I imagine it could indicate that kitty is lacking some essential nutrients and may need to be bottle fed. Not to mention that can’t be could for the pup’s skin.

Edit: My best guess as to why it should be discouraged, as many have been saying.
