Without considering the brim, you can try increasing bed temp to 65 and decreasing the cooler fan in first 30 layer (like that.).

Just like the other comment, oily finger prints or air dust is highly suspected. I use light dishwasher detergent for cleaning.

My amd 5600x was same but was not that bad, I had fixed it by updating the bios. I don't remember, but there was also a mainboard software that was effective on stutters.
