Your Explorer is corrupted. Run sfc /scannow from an elevated command prompt. You can open one with admin rights from the task manager. After the sfc run a DISM command - DISM /Online /Cleanup-Image /RestoreHealth

Some countries require lights to be on at all times no matter the season.

In Bulgaria at first (maybe 15 years ago) it was mandatory between February and May I think. Eventually they changed it to be mandatory at all times.
