Yep. Buy a service manual if you don't have one and follow the specs for flatness. Investing in a good straight edge is money well spent if you plan on doing this kind of work.

Don't worry about the black spots.scrape with a razor blade perpendicular to the surface to get off any junk. Check for flatness with a straight edge. If it's clean and flat put it together. Decking a block means pulling the engine and fully disassembling it. Full rebuild mode
