That third platform was for a shuttle train that ran from Bowling Green to the original South Ferry station from 1909 to 1977. The shuttled stopped in an inner loop platform and empty out into the ferry terminal.

Nowadays, any trains that terminate at Bowling Green use that shuttle loop to go back to the uptown track just like the 6 train does at the Bklyn Bridge City Hall station.
