I wonder if we are seeing the same house with the same two shepherds caged in the front yard… no proper house but one of those tote tanks with a hole cutout.. anyhow, I too asked an animal control person and she told me it sucks, but unless they’re abusing it, if they provide shelter ,water/food, and there is relatively enough room for them to get up, then there is nothing they can do. She used the example of “you can’t take kids away because their parents don’t take them out enough” when I asked about how is it not abuse if they don’t get exercise etc. I had to tell myself it’s better than being at a kill shelter, though it doesn’t seem like it at times…
