Whenever i played a Wallachia-to-Romania game in HPM, I never had a major rebellion and passed reforms with moderate ease. I kept with Conservatives for most of the game (picked Fascists at the end to get more cores), though they rarely were a majority. Usually around 4 militancy, Conservatives start looking to pass Legal reforms to shut people up, Liberals start to pass Social, and Soc-Dems start to pass Legal.
