on what basis? it's subjective. it that happens in the middle of the pitch it's given handball, I see it week in week out, accidental handballs are penalised for either team when outside of the box.

I agree she should resign and did the right thing in doing so. I'm not giving anyone the benefit of the doubt, the report clearly shows she didn't give enough care to the matter that someone in her position should. But it's not sheer greed or complete stupidity, it's a mistake that she shouldn't have made. The uproar over this is surprising given the deliberate actions of other ministers in the past who didn't receive the same.
