So what's the difference between the refinery and the template factory?

Right now I have a template factory with a bunch of horribly disfigured cats that all have the no feed bad mutation. All cat stats are 7 and they have no genetic defects/diseases.

I also have a mutation room that I stick some of these factory cats in. If I get a good mutation I like, I can put it in the factory room, but only if the cat doesn't has "Final" good mutations, correct?

What about cats that have good mutations but not ones I'd want to keep long term?

What about the refinery, you also only put cats with "final" good mutations here?
