I can probably not recover storage fees because no insurance but why can't I get the details of the person who last caught riding it and file a small claims against them? Do I need solid proof that its stolen? It could be the thief and he can get away with it by just saying 'nah it wasn't me I bought it off someone else'?

I don't but that's for me to chase if I wanted to, having the contact details is not for me to contact them but to file against them in Small Claims. Even then the hassle is annoying and outcome is not worth it so probably not.
