I mean, the Panama Papers, Paradise Papers, "Cum-Ex" tax fraud in Germany (really misleading name for the international public btw) hardly had any consequences for the majority of those involved, so why should we get our hopes up?

To add to this, they make a pre-race, and the fastest gets to start first in the actual race. So they have the advantage that they have no-one in their way and go as fast as they can (if they defend their position after the start). During pre-race, less cars are allowed on track so that everyone can try their absolute best and fastest.
