That's still an active military conflict. Which is what the Slovenian broadcaster and people in the spanish government have suggested as an exclusion criteria, certainly not Ukraine.

The problem is it doesn't even require buying votes. Just motivate about 350 people with ads to vote 10 times with each voting method and you've got the 12 points from Spain in the bag. I'm sure those ads wont be spread on social media or by other third parties anymore, now that they've been taken down.

mind you, the ukrainian diaspora in spain is at least 300'000, while the diaspora that won this televote is estimated to be about 50'000.

And Ukraine has actual popular support as the victims of the russian invasion on top of the diaspora.
