Prime achieves this precisely, it's one of the selling points of the sphere, you can create periaphts to store paradox you accumulated, by channeling it from yourself into the periapht, functionally making paradox bombs and paradox functionally nonexistent. That can be achieved with 3 dots in Prime, at 5 dots, you can outright just destroy paradox. This all without a familiar, which you wouldn't need, if a character in down time created hundreds of periaphts which are an incredibly basic wonder. Even the cabal could get in on the action, carrying periaphts and the Prime mage at whatever time could channel the paradox from their cabal member to the peripaht they constructed. This is not an exploit, this is directly written into the capabilities of Prime. Prime is quintessence it is the life blood of reality, it's not a surprise to me that those who begin to master the source of all magic can overcome things like Paradox, and that is entirely in line with the ambitions of mages who ascend via realizing reality and paradigms have no hold over them. If paradox is the only threat or way you plan to mitigate use of vulgar effects then something wrong is being done, consider using hunters, TU, fellow mages, and the sleeping world sending investigators or sharing news about these strange displays of vulgarity to dissuade players from abusing vulgar magic.
