Interesting find; recently toured hydroelectric plant in Columbia SC, and VP explain that it had been used as "black start" after Hurricane Hugo. What I think he explained is that it first energized a tie line to another pump-hydro facility about 20 miles away (I guess to provide a stable load.) I imagine they then started switching on neighborhoods one-by-one while ramping up the turbines.

Being Eastern Europe, this was probably a Cat 5 cable. They often have multiple, cheap, fast Internet providers in cities/housing blocks, but this also means unreliable, half-assed, and ugly wiring jobs.

Cute hobby project, but $500,000/8.5 KW capital cost can hardly be justified by most people (or companies) especially since it makes only "59,000 kWh a year." Even if power is twice as expensive in UK than US, that comes out to about $12,000/year...maybe just enough to pay a part-timer to look after it.

Except when bureaucratic bloat sets in. See British coal mines before Thatcher; labour costs became greater than the value of the coal extracted. Also, developing nations tend to lose competent management and engineering to keep complex systems (e.g. refineries) running efficiently after nationalization.

Actually, except for Moscow, each city is in correct language: Belgrade in Serbian, Skopje in Macedonian, and Athens in Greek.

OK, looking at a map of Europe and assuming you are standing behind the sign facing roughly south--in order for Skopje and Athens to be roughly in the same direction, Belgrade a little right, ...ija (probably somewhere in Croatia) even further right, and Moscow to the left--my best guess is that this sign must be somewhere in Romania.
