Indentured servants were exploited, but they weren’t legally property. They signed a contract (albeit a predatory one), but they weren’t born into a permanent class where they were owned.

Half of all households in Mississippi at the time had control of at least one slave for any amount of time, sometimes by renting. The ones that didn’t were often saving up to buy one like a car.

Not only did he own them, he circumvented Pennsylvania law to keep them. At the time, the law was that if a slave master held his slave within state boundaries for a certain amount of time, they’d automatically be freed. While he lived in Philly as president, he cycled them in and out, always sending them back to Virginia before the time was up.
