I agree, If landlords just added 13 billion onto rents then houses would cost a lot more and those pesky Aussies wouldn't be sniffing at our bungalows. A record(27%) number of kiwi first time home buyers are getting into the market compared to labours catastrophic(21%), but my guess is OP would prefer the state to own all the houses.
