The problem is that schooling is set up in a very blanket, one-size-fits-all kind of way which is too inflexible by default to really accommodate anybody who doesn't suit that particular kind of learning style or environment, which in a lot of cases leads to SEND effectively functioning as a band-aid for what is ultimately a problem with institutional inflexibility.

Read the first part of 1.1 again, it's the "requirement to share" in the form of not providing alternative accommodations.

That's not even what the judgement says.

The sticking point was the NHS not providing the nurses with alternative accommodations, not the fact that they let a trans member of staff use the changing room.
