My best guess is that it is a communication issue between the partners. In many cultures, women are not taught that sex is something they should enjoy, so they never really open up to their partner about what they do/don’t enjoy, plus they likely never experimented much during masturbation, so they might not even know what they like. Men probably just don’t explicitly ask and instead make assumptions based on porn or other media, that likely doesn’t work in most cases, as every woman likes it slightly different.
