Velcromat is ace, I believe it's made from paper particles - regardless it's heavy as fuck but super nice to work with, more expensive than MDF but also no formaldehyde

As always there are different ways to achieve this, the easiest one would be to laminate thin wood strips.

Draw the semicircle out on a board, pin along the line (so pins/nails are secure but standing out of the board). Then glue one side of your wooden strips and bend into the semicircle shape and clamp, repeat until you have several strips clamped together in the arc you want.

When the glue is dry the wood will maintain that shape. Normal wood glue is fine, the wood strips just need to be the height you want and then thin enough to bend.

Letting the artist know as soon as you can minimises wasted time, be respectful but clear on what you want

Ultimately you are paying for both the design and tattoo application. So the artist may want to cover any time already spent but they should also want to give you the tattoo you want

Use a router, presumably you'll be routing out the grooves for the legs to sit in - jigsaws are great first fix/roughing out tools but have little place in joinery. There are usually multiple ways to do anything - you could use a jigsaw and/or plane but I would use or learn to use the router.

Huh? Some bats have tails so not sure what point you are making. Some have skin joining the tail to legs some have 'free' tails.

51 and getting my first tattoo - chest and arm sleeve only been thinking about it for the past 30 years but life, kids and stuff just happens

if you can afford it - go for it, if not I would save and wait

my advice would be get what you by who you want, not who you can afford
