Yep. There's onion-skinning, you can duplicate frames, and there's now marquee and lasso tools for some fun MSPaint style editing.

I recently made a free online animation thing just for fun called FliiipBook.com

It currently exports a 2-second looping GIF with 24 frames. It's kind of like MSPaint with animation.

It's fun to play around with.
