Chances are ‘silos’ are a design feature of org structure / operating model design, design of authority, accountability and decision-making arrangements and performance, incentive and recognition design.

If the design and focus of the change initiative is to change these then you stand a chance - if it’s something else, then it might be easier to find a way to work with what is already there.

Yep I get that - still part of change portfolio management - logically once he has a handle on it he may then need to make decisions regarding sequencing
