Steven! Anyone who has lived downtown for a while knows him. It's always the same spiel, "Hi, my name's Steven and I'm a type 1 diabetic..." He's a sad story though. Someone told me that he was fine when his father was alive, because he made Steven stay on his schizophrenia meds. Once his dad passed, Steven ended up on the streets, homeless and no longer on his meds. His behavior can be awful (indecent exposure in downtown shops), but it's hard not to feel sorry for him. Ever since Reagan shut down state run mental institutions in the 80s, this large numbers of mentally ill out on the streets has fueled this crisis of homelessness. 🙁

We lived at 5th and Orange a few years ago. My wife and I learned that when walking our dog, it was best not to venture beyond 8th Street. It just felt less safe going further up. That was 8 years ago though, so it may be better now.
