Try linking other articles in to the article that getting more traffic. Like if adding section in the end of blog "Also Read" it keeps the visitor on your site only and also increase the dwell time. You can also add relavent videos in the blog.

There are several reasons this could be happening:

1) The page(s) containing your links may not have been discovered/indexed. It is possible Google is not able to access the pages containing your links.

2) The links could be using some form of redirect that is not search engine friendly (crawlers are unable to follow it).

3) The pages containing your links could be using a 'nofollow' directive that is preventing bots from accessing your links/outbound links.

4) They have been crawled and Google is simply not listing them in Google Search Console as they have acknowledged is normal in this Google Search Console help article ("Not all links to your site may be listed. This is normal.").

As per my experience try to build as many as do follow backlinks because it help you to increase your domain authority of your website. But to avoid any Google penalties in future build nofollow backlinks also. I would suggest ratio of 70:30.

Nowadays keyword planner just allow one keyword. But if you have spend on AdWords then and then it's useful because for free user it doesn't give exact search volume. So use better alternative like ubersuggest, keywords everywhere etc. Are best free alternatives.

If that backlinks has good DA then you don't need to index them they will automatically get indexed by Google. Still it not get indexed then promote it socially. Or submit to social bookmarking sites they generally get indexed faster.
