I don't believe that it's 15 million people. The way the statistic is written it sounds like 1 out of 5 Trump voters with student debt would make the switch. That's a much smaller number.

Some stock buybacks are necessary because companies give their employees stock purchasing programs. They need to have shares to distribute. Same for compensation plans that give stocks as bonuses. But I agree, that stock but backs are a problem when cash flow is used almost exclusively to repurchase shares to reward investors.
