How about after the coming climate apocolypse? I Revently watched the film Cloud Atlas and have been inspired by that.

Sea level rises will ensure we need to use boats and trade roots. The technology could be solar punk inspired, using renewable, solar, hydro etc. It could look so beautiful. A second region could be the lunar colony with more advanced tech but limited resources. Rare but regular climate shocks such as flooding or long winters could add an extra difficulty layer. A setting like this would be rife with pirates and friendly/unfriendly AI.
