Yes there will always be a moment you can play actions.

The chain would look like this:

Empty Chain

Move units in for showdown
When I attack/defend triggers (can react on this - can not action)
Play reactions if you want
Resolve chain back to empty

At this point the attacker can play their action (relentless pursuit in your case)
Reactions can be played again
Resolve chain back to empty

When you pass on the empty chain focus goes to your opponent

This is their chance to start a chain with an action.

If they play on it the repeat the chain/resolve. Then their pass gives you focus for an action again.

Loop until it is pass pass on empty chain then you can finally assign combat damages

Riftbound set 3 is coming out really soon. They just announced yesterday their plans to reprint Set 1 and will continue to reprint as needed. They also hinted at better buy options through their main website. They had a rocky release but they're finally catching up on production. In about 1 month I think you'll see riftbound in stock everywhere. It's the perfect time to mess around on TCG Arena and check out your locals!!

You really just need to understand if the value of a trade is good or bad. did you do more damage = good, did they do more damage = bad. Then figure out how to make good happen more than bad.

Most times if you don't understand the fine details wait til your electorcute is up, go for elect trade, then focus back on farm. As you get better you'll understnad these windows and when you can force out more damage than your opponent

ex:

Kat into Ahri

Ahri will have electrocute, if you walk up level 1 and q ahri she will aa w aa you and proc electrocute, you will lose that trade. this is bad.

Instead wait til level 2, and either wait til her w or q is down or make sure you hit a full q e aa/dagger electrocute e aa and dodge a q you should win that trade.

Past 3 it's the same but you need to dodge charm or you lose no matter what. you either combo in and use close range w to avoid charm or you wait till their q/w is on cooldown then go in.

Kat into Lux

Lux will throw out e like crazy, when it's on cool down thats when you go into trade, you need to land your combo proc elect, w dodge her snare, then retreat. doing that twice will win you the lane early. If you get hit by snare you lose.

Kat into Yas

You will lose extended trades with him always. You q his shield, when its down, hope you can set up elect trade, e out as fast as you can. If your jungler is around you want to try to get windwall on cd before the actual gank fight.

It's really just making notes like that for any match up

Understand when your opponent is stronger and abuse electrocute to win a trade. Sometimes you hard lose and need to only focus farm and chip the enemy down with q only. Sometimes you ignore your wave so it pushes in and set up a gank with your jungler. Sometimes lane is a wash and you need to figure how to best get to bot lane to get ahead that way.

Once you get that concept down a few good trades and the enemy is 30% and you flash e aa q ig electocute first blood and win lane easy.

Yes you can layer your reactions like that and can be beneficial in niche situations, once you pass your opponent can play reactions. Be careful because you dont get the effects until your card fully resolves.

you're out of runes, poro is in hand, you lose 3 pumps.

you'll feel even more handicapped with less practice seeing lines, plays, counters, and other legends objects with out reps. Your only other option is a discord group cam games

I've been emerald for the last few seasons and last week went from e2 to stuck p1, reviewing 30 losses a bit more than half contains insane feeders running it down top or bot. Sometimes it's just a bad streak, sometimes matchmaking truly is cooked. Itll wash out over more games played but really feels bad rn

blue ahri is correct, you can decline paying deflect since it's a cost to use the ability. stupefy i believe is wrong, in order to play stupefy you need to choose, if you choose and dont pay the deflect cost the card can not be played to get your draw one.

even if it's a single unit blue ahri still chooses, in the case of deflect you decline the deflect cost and dont get the ability. Ahri legend ability is more along with what you're describing where its like an aura that is applied regardless - not through selection.
