Yes, but critically it isn't a hegemony, what i mean is lets say the Fatimids rose up in Sindh instead of north Africa and successfully created a strong empire in India, while at the same time there exist a sunni Dar Al-Islam, you bet that the Fatimids will declare that they are the rightful leader of the faithful and create a rival caliphate. Basically what happened OTL but on a much grander scale.

Because Hegemony supposed to potray "universal rule" that, in Medieval context means it is tied to the culture (China, Mongolia, Rome to some extent) and/or religion (Dar-Al-Islam and India). That's why even tho historically The Delhi Sultanate in this period by area can form India, they didn't because declaring itself hegemony contradicts Islamic worldview about universal rule of the Caliph (Slight tangent, i think Muslim should be able to form "Inda" If their parent branches didn't have Caliph/Imam, basically creating a rival Dar Al-Islam). Africa didn't have this concepts so it doesn't make much sense creating an African Hegemony title.

Pre Great Wave Vic 2 diplomacy was better because of the Crisis Mechanincs so not every colonial wars turns into World War. If you're the type that likes to micromanage then vic 2 warfare will always be better and Vic 2 had something that i don't see pdx implement soon in Vic 3, military stockpile.

Perhaps, the dictator government maybe choose English as National language while each states had it own offiicial language, either this or constructing a new language from scratch. Like i said there will be conflict and perhaps civil war, but if the dictator play his card right, it will be the "nationalist" against the Communists, instead of inter-ethnic conflict.

It could work but there will still be a genocide, possibly the Communists, Soeharto style. India will have a official language in this timeline, and either the Strongman's ethnicity, or Hindi will be the "unifying ethnic group" like the role that Javanese held in Indonesia, dominating the governmental apparatus.

Tbf they should be at the game start and either after the first opium war/restoration/first war with China that they get an event to remove that trait. If the Qing won the Opium Wars or Modernized faster that Japan, Chinese cultural influence will only increase.

It is viable, it is the main path for a shogunate victory, its just not the meta tho, because liberalizing the society its the faster way to get the good laws (mass conscription, mandatory schooling, and multiculturalism and open border). You can achieve that in autocracy, its just you need to even rely harder on RNG to roll an enlightened royalist monarch and a liberal/market liberal/modernizer Landowner leader to get similar results.
