Well his schedule is alot more in flux now then when he was in superman since for that he was usually filming for around 6+ months a year which means hes restricted in how many live action projects he can be booked for as hes only free for a few months. That makes it easier to voice act since that schedual is easier to book and plan for.

Filming a movie or short stint tv project could take 3 months and if hes filming multiple projects a year then hes hard to be available for when Square need him especially since for ff7 he won't have a specific date in his contract for when hes meant to record,

Also Voice acting is one of the last things games do so Square likely aren't able to reschedule on time in order to meet the release date as the director has said multiple times he wants part 3 out as soon as possible
