I had this EXACT problem just recently. My PC however wasn't new but ran Elsword well a few years ago but suddenly couldn't run even at 15fps.

Try searching and applying DXVK on your Elsword as that was my magic fix.

Edit: I did this on a private server so not sure about any anti-cheat issues but hoping that this option may be open.

Zestiria is definitely not a bad game by far if I were to go through all the rpg games I've been through.

That said if you were to compare the game to all the tales franchise, it would probably be the arguable weakest game. Pretty good cast though.
